AN OPEN LETTER TO RACINE COUNTY VOTERS

A lot of you have been asking us questions. You have seen the yard signs, heard the words online, and you want to know what is actually documented and what is just noise.

That is a fair question. It is the only kind we try to answer.

Today H.O.T. Government is publishing an open letter to the voters of Racine County. It walks through — with links to every source document — what the official record shows about Preston Kite, the complaints that reached Captain Cary Madrigal before his arrest, and the questions Racine County has now answered in writing.

On August 4, 2026, Racine County’s HR Department confirmed in writing that it has identified no responsive records of any complaint filed about Kite before his arrest. That is the County itself confirming what “off the books” means — the concerns deputies raised never became a formal complaint, and never entered the personnel system.

In that same response, Corporation Counsel confirmed the County possesses — but is withholding as attorney-client privileged — its legal analysis of whether the supervisor’s conduct triggered any reporting duties to the FBI, Wisconsin DOJ, or LESB.

The County is not saying those records don’t exist. It is saying the public may not see them.
